Electric Department
The city of David City owns and operates its own electric utility. The city purchases its wholesale power from NPPD and WAPA. The City also has a power plant that can supply power to the entire community. In FY 05 the city billed a total of 34,640,000 kw. The city purchased $1,273,875 worth of power from NPPD and $126,985 worth of power from WAPA. Please stop by or call the city office for a list of the city's electric rates and hookup fees.

Power Plant
The power plant was built in 1913, with steam engines and turbines generating electricity. The building had been added on to several times and with that came updating of equipment from steam back then to diesel and natural gas today. The plant now has seven engines, four engines between 40 and 55 years old and three engines that are seven years old. The engines are Fairbanks-Morse, Worthington and Caterpillar. The plant has a nameplate output rating of 10.550 megawatt, and is leased to Nebraska Public Power District on an as needed basis for 8.8 megawatt. There are three full-time employees, each taking their turn being on-call as NPPD could call 24/7/365.
When we are not generating electricity, we spend our time on maintenance and upkeep to keep the plant running at optimum performance; help other city departments as needed with labor and/or fabrication of products to help them perform their duties. The power plant revenue comes from being on "standby" 24/7/365 for NPPD. The power plant is vital to the city in case of a power outage we can generate electricity for our customers, and the city gets a lease payment from NPPD whether the plant is running or sitting idle.

Waste Water Treatment Facility
The new wastewater treatment plant is a Sequencing Batch Reactor type (SBR) process. The treatment plant utilizes all of the existing facilities with some modifications.
The plant headworks consists of a Channel Monster Drum with a bar screen bypass and flow measurement. The channel monster drum is provided to grind, shred, and screen large material in the incoming wastewater. The flow measurement is an ultrasonic flow meter. The influent pumping station is used to transport influent to the new sequencing batch reactors or existing lagoons. There are three pumps on variable frequency drives and the smart remote terminal that controls the activities in the plant headworks.
The two sequencing batch reactors (SBR) units each consist of a 62-foot square tank, an inlet for raw wastewater; six air diffusers for aeration; a sludge pump at the bottom for drawing off waste sludge; a mixer for stirring; a decanter to remove the clear water. The SBR cycles though seven steps Mix Fill, React Fill, React, Settle, Decant, Sludge Wasting, and Idle. The SBR go through this process to break down the organic matter by the use of active bacteria. The Supervisory Control and Data Acquistion (SCADA) System will control the seven steps depending upon operation conditions. The SCADA system will monitor these processes from the Control Building and display current and past operations.
Water Plant
David City is one of the few class 2 cities in eastern Nebraska that has a water treatment plant. The city is also one of only two class 2 cities in Nebraska that has lime filter treatment, which helps to soften the city's water. The Water Treatment Plant was built in 1981 and provides clean treated water to all of David City's residents.
